In this extended labour allegory, the dogs are America’s working people and the fleas are the monopolists, bankers and politicians who feed on them. The author, writing as one of the dogs, mocks the preachers and respectable opinion that teach obedient dogs never to shake off their fleas, and argues that the Civil War’s aftermath enthroned Mammon in the republic.
