In the old quarter around the Hôtel de Ville, the retired clerk Thuillier and his sister keep a modest salon of minor officials, the worthy Phellions and the musician Colleville. Into this world comes Théodose de la Peyrade, a penniless lawyer with ambitions, who flatters Thuillier with political dreams, ghost-writes his pamphlet and courts the heiress Céleste.
