Léon Maccas, a young Greek writer living in France, assembled testimony and documents on German conduct in Belgium and France early in the war: the German theory of war, treatment of officials, outrages against civilians and neutrals, and prohibited weapons. It is wartime advocacy, and some of its sources have been disputed since.
