Department 99 sits high in a New York tower behind discreet glass doors, and its small staff of clerks, secretaries and agents has one job: getting Terrans out of trouble on alien planets where Earth’s diplomats cannot or will not act. Young Westervelt and his colleagues juggle red tape, coded messages and improvised rescues as a spacer named Taranto fights his way out of captivity.
