Drawing on years of work as a police-court missionary, Holmes describes the people he knew at the bottom of London life: wanderers, common lodging-house dwellers, tenants of furnished rooms, the disabled, women of the streets and habitual offenders. He argues that the prisons and laws meant to deal with them were making their problems worse.
