An army engineer who once found himself chairing a church meeting without knowing how, Major Henry Martyn Robert adapted the rules and practice of Congress for ordinary societies, clubs and conventions. Part I sets out the motions — privileged, incidental, subsidiary — and how each ranks; Part II explains in plain terms how to organize a body, run its business and handle committees.
The first edition of the manual still cited in bylaws across America, and useful to anyone who has to chair anything. Download the free EPUB.
